The 2022 Auditor General’s report on ministries, departments and agencies raised concerns about pension payments amounting to GH¢393,315.06 paid to 59 deceased by the Comptroller and Accountant General and his Chief Financial Officer.

The beneficiaries, according to the report, died between 2013 and 2019 but are still receiving payments.

This was despite Section 92 of the Financial Management Regulations 2019, which required an Expenditure Manager of a covered entity to ensure the immediate cessation of payment of salaries to civil servants and to inform the Comptroller and Accounting General of the death of a employee.

On the conviction of an employee, on the termination of an employee, on the granting of unpaid leave to an employee, among others.

The Auditor General therefore recommended that the Comptroller and Accountant General ensure that the Director of the Pensions Unit recovers the amount from the heirs of the deceased pensioners.

The report noted that the amount, once recovered, was to be paid into the Auditor General’s collection account at the Bank of Ghana.
